Bush Proposes Turningoff GPS during Terrorist Attacks

How does that make any sense to turn off the GPS satellites? I mean seriously, what are terrorists going to do with it? Aren't the military and first-responders the ones who would need GPS in an emergency? I just don't get this guy.
